Drastic reduction tendencies in biological diversity and in the possibility of sustainnable use of natural biological resources in many parts of the world compel the peoples of all countries to search jointly for ways of preventing the impoverishment of natural ecosystems which we all belong to. Leaders from more than 100 countries, including the Republic of Belarus, signed the Convention on Biological Diversity in Rio de Janeiro in June 1992, in which they confirmed the readiness and desire of people in these countries to undertake actions aimed at conservation of natural diversity. The Convention was ratified by the Republic of Belarus. In accordance with article 6 of the Convention, scientists of the National Academy of Sciences of Belarus and of other leading scientific institutions, together with the Ministry of Natural Resources and Environmental Protection, with the participation of other ministries and organizatioins connected in their activities with the study, conservation and usage of objects related to flora and fauna, and of organizations controlling the impact on them, elaborated the National Strategy and Action Plan on Conservation and Sustainable Use of Biological Diversity in the Republic of Belarus.
This document was approved by the Government (the Council of Ministers Resolution No.789 of 26.06.1997) and, in the immediate future, will become a guideline for the realization of practical steps towards conserving the biological diversity of this country in the interestsi of present and future generations.
The National Action Plan on Conservation and Sustainable Use of Biological Diversity in the Republic of Belarus specifies the most important measures towards the realization of the basic provisions of the National Strategy, both at present, and in the years to come. It defines the priorities in practical steps for the current period of economic reforms, and for the period of transition to new forms of management and control over the protection and use of natural biological resources.
In the course of practical application of its provisions, the National Action Plan is subject to reconsideration and amendment, in accordance with the development and improvement of the National Strategy, with the accumulation of data and with the emergence of new possibilities in the sphere of ecology and environment protection.
