Резюме: Исследуются правовые аспекты совершенствования правового статуса местных органов управления. На основе анализа Закона Республики Беларусь "О местном управлении и самоуправлении в Республике Беларусь" авторы обосновывают необходимость изменения характера взаимоотношений двух ветвей власти на местах и формулируют рекомендации по уточнению их функций. Показаны правовые и организационные мероприятия, которые, по мнению авторов, направлены на повышение организованности и эффективности деятельности местных органов управления, что соответствует современным реальностям государственно-правового строительства.
Summary: Legal aspects of perfection of legal status of local organs of power are analysed. The authors show the necessity to change the character of interrelation between two branches of local power on the basis of analysing the law of Belarus "On local government and self-government in Belarus". They formulate recommendations for defining their functions. Legal and organizational measures, according to the authors standpoint, can increase effectiveness and organization of two branches of local organs of power. It corresponds to contemporary reality of state and legal construction.

Baltic pagan idols in toponimy of Dzyatlava district. pp. 51--53
Резюме: Исследуются топонимы Дятловского района Гродненской области деревень Ненановичи, Талевичи и поселка Козловщина. Привлекая отрывок из Ипатьевской летописи, автор приходит к выводу о принадлежности названий Ненадовичи и Талевичи балтским языческим божествам Ненадееви и Телявели. Название населенного пункта Козловщина трактуется исходя из этимологии слова. Делается заключение о наличии возле этих населенных пунктов в раннем средневековье языческих культовых памятников, посвященных балтским божествам.
Summary: The article deals with study of toponims in villages Nenadovichy, Taljavichy and settlement Kazlovshchyna (Hrodna region, Dzyatlava district). The author concludes that toponims Nenadovichy and Taljavichy are in correlation with the names of Baltic pagan idols nenadejevi and Teljaveli on the ground of analysis of fragment of Ipatyevski chronicle. The toponim Kazlovichy is connected with the etymology of common noun. The author concludes that there were pagan worship memorials in honor of Baltic deity near these settlements in early the Middle Ages.

Резюме: Рассматриваются формирование и деятельность польских партий социалистической ориентации в Беларуси и Литве в конце ХIХ -- начале ХХ в. Исследуется процесс зарождения польского социалистического движения на белорусско-литовских землях и его развитие в зависимости от сложившейся в обществе социально-экономической ситуации. Дается сравнительный анализ деятельности "ППС на Литве" и СДКПиЛ на общей основе тактики левого блока.
Summary: This article is devoted to the problem of formation and activity of Polish socialist orientation parties in Belarus and Lithuania in the end of the XIX and in the beginning of XX centuries. The subject of investigation is origination process of Polish socialist movement in Belarus and Lithuania and its development depending on establoshed political and economical situation. Comparative analisys of such aspects as activity of PPS in Lithuania and SDKP and L is given based upon the common tactics of "left block".

Этот блок должен был стать основным политическим инструментом для ослабления советско-германских геополитических тисков, в которых существовало польское государство в межвоенные годы. Выясняются причины провала польских усилии.
Summary: Propagandistic and diplomatic efforts of Poland aimed for realization of the idea of Central and Eastern European States block are under review in the article. The bloc must have become a basic political instrument for relieving of Soviet-German geopolitical gripe, in which Poland existed during the interwar period. The reasons of the failure of Polish efforts are cleared up.

Резюме: Определяются две главные линии отношения А. Мицкевича к исторической Литве, обусловленные его духовным единением с родным краем и разрывом с ним ради польского языка и эмиграции. Прослеживается в соотношениях с патриотической позицией А. Мицкевича восприятие родины его последователями на Беларуси (Н. Сырокомля, О. Дунин-Марцинкевич, Г. Марцинкевич, В. Коротынский), что в определенных случаях выводило их на путь белорусскоязычного творчества.
Summary: There are two lines of A. Mitskevich's relations to the historical Lithuania that coused by his spiritual unity with the motherland and by break with it for Polish language. Author investigates A. Mitskevich's followers perception of motherland by (V. Syrakomlya, V. Dunin-Marcynkevich, V. Karatynsky). It was the cause, why some of them began their creation work in Belarusian.

Резюме: Проводится предметно-тематическая дифференциация лексики литературно-письменного языка Витебщины начала XVII в. Исследуются имена существительные, которые обозначают названия лиц в зависимости от административных должностей, исполнительных служебных функций, социального положения. Рассматриваются средства номинации, характеризующие общественно-политическую, юридическую, социально-экономическую, хозяйственную, бытовую, военную и другие сферы деятельности населения того времени.
Summary: Author presents the thematic differentiation of vocabulary of the literary written language in the region of Vitebsk in the beginning of the XVII centure. The nouns studied are names of the officials according to their administrative position, official functions, social status. It is observed the means of nomination which characterize social and political, juridical, social and economic, everyday life, military, religious and other spheres of people's activities of that period.
