With the purpose of maintenance of the international efforts directed to improvement of monitoring, deepening the research of possible reasons of a climate change, development of methodology for estimation of socio-economic consequences of predictable change of a climate, development of strategy of economy response on climate changes, reduction of negative influence of a climate by health of the population and condition of ecological safety, the World Meteorological Organization (WMO) developed in 1979 the World Climate Programme (WCP). By development of the National Climatic Program of Belarus, presented in this publication, the recommendations of WMO and experience of the leading countries of the world are used. The significant part of the National Climatic Program is devoted to national policy, technology and organizational measures for prevention of climatic changes. The system of measures on maintenance of realization of the National Strategy of Reduction of Influence on a Climate (legislative measures, economic mechanism, normative-methodical maintenance, international activity, etc.) is submitted. The large attention in the program is given to questions of influence of hotbed gases on a climate. The sources of emissions of hotbed gases in Republic of Belarus are considered. The final sections of the program describe the structure of National Strategy and Measures on Reduction of Antropogeneous Influence on a Climate, and also organizational maintenance of the National Climatic Program.
