Doctor of Science (Economics).

Previous Positions
From 1972 - Engineer of the Technical Department at the Minskproject Design Istitute. From 1973 to 1977 - Engineer, Chief Engineer at the Production Association Minskvodokanal. From 1977 - Chief Engineer, and from 1979 - Chief of the Directorate for Public Service Enterprises of the Minsk City Executive Committee. From 1983 - Chairman of the Executive Committee of the Sovietsky District Soviet of People's Deputies of Minsk City. From 1984 - Deputy Chairman of the Minsk City Executive Committee. From 1985 to 1986 - Secretary of Minsk City Committee of the Communist Party of Byelorussia. From 1986 - Minister of Housing and Communal Services of BSSR. From 1990 - Vice-Chairman of the Council of Ministers of BSSR, Chairman of the BSSR State Committee for Economy and Planning, First Deputy Chairman of the BSSR Council of Ministers. From 1994 - Deputy Prime Minister of the Republic of Belarus. From 1995 to 2001 - Head of the Presidential Administration of the Republic of Belarus.
